Max Boot offers a brief history: Cutting and running on our allies. Immorality aside, our nation’s propensity to cut-and-run has destroyed American credibility, and emboldened our enemies. As we flee one fight we plant the seeds several more. The cut-and-run is the global version of paying ransom to kidnappers, and so assuring a thriving industry in kidnapping.
